Ngày 30/5/2023, Thủ tướng Chính phủ ban hành Chỉ thị 18/CT-TTg về đẩy mạnh kết nối, chia sẻ dữ liệu phục vụ phát triển thương mại điện tử, chống thất thu thuế, bảo đảm an ninh tiền tệ.
On May 30th, 2023, the Prime Minister promulgated Directive 18/CT-TTg on promoting the connecting and sharing of data for e-commerce development, preventing tax loss, and ensuring monetary security.

– Cơ sở dữ liệu quốc gia về dân cư để thực hiện chuyển đổi sử dụng mã định danh cá nhân làm mã số thuế.
The national population database to perform the conversion to using personal identification numbers as tax codes.
– Tổ chức, cá nhân trong nước có hợp tác với tổ chức, cá nhân nước ngoài kinh doanh dịch vụ viễn thông, quảng cáo trên không gian mạng, dịch vụ thanh toán, trung gian thanh toán, ví điện tử, chuyển tiền; các sản phẩm, dịch vụ phần mềm; các sản phẩm, dịch vụ nội dung thông tin số và các sản phẩm, dịch vụ thông qua các nền tảng số trong nước và xuyên biên giới tại Việt Nam.
Domestic organizations and individuals that cooperate with foreign organizations and individuals in providing telecommunications services and advertising in cyberspace, payment services, payment intermediaries, e-wallets, money transfer; software products and services; products and services of digital information content, and products and services via domestic and cross-border digital platforms in Vietnam.
– Các cá nhân có thu nhập từ quảng cáo do cung cấp sản phẩm, dịch vụ nội dung thông tin số trên các nền tảng chia sẻ video xuyên biên giới trên không gian mạng, thông tin cá nhân có hoạt động kinh doanh mua bán hàng hóa, cung cấp dịch vụ trên các website thương mại điện tử, mạng xã hội.
Individuals earning from advertisements by providing digital information content products and services on cross-border video sharing platforms in cyberspace, from information of individuals buying and selling goods, and from provision of services on e-commerce websites, social networks.
Thời hạn hoàn thành chậm nhất trong quý III năm 2023.
The deadline for completion is in the third quarter of 2023.
