Áp dụng mã QR trong quá trình tiếp nhận, giải quyết thủ tục hành chính

Applying QR codes in the process of receiving and resolving administrative procedures

Ngày 05/4/2023, Văn phòng Chính phủ ban hành Thông tư 01/2023/TT-VPCP quy định một số nội dung và biện pháp thi hành trong số hóa hồ sơ, kết quả giải quyết thủ tục hành chính và thực hiện thủ tục hành chính trên môi trường điện tử.

On April 5th, 2023, the Government Office issued Circular No. 01/2023/TT-VPCP prescribing certain contents and measures for the digitization of administrative procedure dossiers and results, and of the administrative procedure implementation on electronic environment.

Theo đó, mã QR sẽ được áp dụng trong tiếp nhận, giải quyết thủ tục hành chính. Việc áp dụng cung cấp mã QR phải bảo đảm theo tiêu chuẩn Việt Nam TCVN 7322:2009 (ISO/IEC 18004:2006).

Accordingly, the QR code will be applied to the process of receiving and resolving administrative procedures. The application and supply of QR codes must comply with Vietnamese standards TCVN 7322:2009 (ISO/IEC 18004:2006).

Trong đó, mã QR được in ở góc trên bên trái của các giấy tờ được xuất bản từ dữ liệu của Hệ thống thông tin giải quyết thủ tục hành chính cấp bộ, cấp tỉnh cho tổ chức, cá nhân cung cấp các dữ liệu tối thiểu gồm: mã số hồ sơ giải quyết thủ tục hành chính; mã thủ tục hành chính; mã định danh của tổ chức, cá nhân thực hiện thủ tục; tên giấy tờ được xuất bản; tên hệ thống thông tin cung cấp dữ liệu; thời điểm xuất bản.

In particular, the QR codes are printed in the upper left corner of the documents published from the data of the Ministerial and provincial administrative procedure information systems for organizations and individuals providing at least the following data: administrative procedure dossier code; administrative procedure code; identification code of organization or individual performing the procedure; name of the published document; name of the information system providing the data; publication time.

Trường hợp là giấy tiếp nhận và hẹn trả kết quả, mã QR có cung cấp thêm dữ liệu về ngày hẹn trả kết quả.

In case the documents published are letters of receipt and appointment to return results, the QR code provides additional data about the date of the appointment.

Trường hợp là kết quả giải quyết thủ tục hành chính, mã QR có cung cấp thêm dữ liệu về thời hạn, phạm vi có hiệu lực (nếu có).

In case the documents published are results of administrative procedures, the QR code provides additional data on the period and scope of validity (if any).

Thông tư này có hiệu lực từ ngày 25/5/2023.

This Circular shall take effect from May 25th, 2023
