REGISTRATION OF ARTICLE NUMBERS AND BARCODES
In fact, the definition of barcode registration is not defined in any legal documents. Instead, it is explained in Article 3 of Decision No. 15/2006/QĐ-BKHCN as follows: Article number is a series of digits used to identify items, locations or organizations; Barcode is a series of parallel bars and spaces to represent article numbers, which can be read by a scanner.
So how to register an article number and a barcode for your enterprise?
What are article numbers and barcodes?
Article numbers and barcodes are parts of the Automatic Identification and Data Capturing technology (AIDC) that automatically identifies and collects related data of the objects such as: products, goods, organizations or places,… based on generating an article number for the object (using a barcode printer) and encoding it as a barcode for the barcode scanner to read.
Article numbers and barcodes are quite diverse. However, small and medium enterprises usually use barcodes to represent universal product codes GTIN-13 and EAN-13.
Structure and meaning of the numeric code beneath the barcode.
The first 3 digits – 893 is country code GS1 managed and assigned to Vietnam by the International GS1 organization.
The next 4,5 or 6 digits is manufacturer code managed and assigned to registrants by GS1 organization of Vietnam.
After that, 2,3 or 4 next digits represents product code managed and assigned to products by the manufacturers.
The last digit is the check digit calculated from the rest of the code according to the verify algorithm of GS1.
Why should we register article numbers and barcodes?
By registering article numbers and barcodes, manufacturers can manage stocks, products’ price via information technology medium like computers and smartphones quickly without taking notes in writing.
Additionally, when bringing products into supermarkets or to import/export goods, it is mandatory to attach barcodes to them so that competent agencies can examine and monitor different products from manufacturers easily.

How to register article numbers and barcodes?
To register article numbers and barcodes, what enterprises need to do is register with The Directorate for Standards and Quality (GS1 Vietnam).
Enterprises will be assigned an enterprise code, instructed to generate an article number and print barcode on products, goods according to international and national technical standards. Enterprises must pay article numbers and barcodes registration and maintenance fee according to Circular No. 88/2002/TT-BTC issued by the Ministry of Finance.
What do documents to register article numbers and barcodes consist of?
Registration file composition:
– An authenticated copy of Business Registration Certificate.
– A fully filled and signed by director article numbers and barcodes registration form (prepared by IP Leader).
– A catalog of products using article numbers and barcodes (features, category, weight, quantity, size…).
– A document receipt (prepared by IP Leader).
Number of file copies: 2 copies
Procedures of registering article numbers and barcodes.
Enterprises submit the registration file with all the related documents above to The Directorate for Standards and Quality (GS1 Vietnam).
The paper then is accepted and registration result will be returned after 20 days since submission.
After being granted an article number and a barcode, customers need to frequently update and report information of the products using barcode and exploit other functions on the national article numbers and barcodes information usage management application (IDD) at idd website.
If an enterprise does not update such information, their products will not be displayed on barcode scanning apps on smartphones.
